Although the date on this photograph is given as 1938, it must postdate 1940 because Charles Thomas did not begin working for the Police Department until that year. Lebly Mofford is either Thorald Robert (1907-1982) or James William (1911-1975) Mofford, both of whom worked for the Phoenix Police Department in the 1930s and 1940s.
