The reality of an aging nation has been discussed so much that the statistics no longer shock us. The figures, though, can still prompt us to marvel at the tremendous effect that more people living longer is having on our communities. Our goal now for metropolitan Phoenix is to implement the ideas behind Life Options in real time with real people. Demonstration sites are the next logical step, and pilot planning builds on the significant accomplishments of the Maricopa County Commission on Productive Aging. Between September 2002 and January 2003, this group of 71 community leaders studied how aging and retirement are changing and how new ideas about service, community spaces, and choices might be put into practice. The Commission’s energy and insights began an exciting process of change in metropolitan Phoenix and set the stage for this Life Options Initiative.

Afterschool youth-development programs (AYDs) have grown significantly during the past 15 years in Arizona and nationally. Many providers have moved beyond simply providing a safe haven to actively promoting young people’s development. However, there is still tremendous opportunity for growth. There is also a continuing need to enhance coordination and collaboration among programs in order to extend their resources and heighten their impact.

Morrison Institute worked with AzCASE and VSUW to construct a 55-question survey using Qualtrics on-line software. While the term “afterschool” was used, the survey was designed to measure all types of out-of-school programs, regardless of whether they operate before or after school, on weekends, or during school and summer breaks. Approximately 1,800 questionnaires were distributed to individual program sites in Maricopa and Pima counties via a list provided by AzCASE. Though the survey did not utilize a random sample, its 38 percent response rate (681 returns) suggests that its findings can help educators, youth-development professionals, policymakers and the business community understand the scope, characteristics and needs of afterschool services in Arizona’s two largest population centers.

The results of Unlocking Resilience from new survey data, interviews, and secondary research indicates Arizona still has much to do to prepare for aging and must make concrete policy decisions about aging.

Believing that voters might support transit if they felt like an integral part of the transit proposal decision-making process, the Phoenix Chamber of Commerce's Valleywide Transit Task Force set out in early 1995 to initiate a bottom-up process which would enable people to say, "here's what we want." Believing that voters might support transit if they felt like an integral part of the transit proposal decision-making process, the Phoenix Chamber of Commerce's Valleywide Transit Task Force set out in early 1995 to initiate a bottom-up process which would enable people to say, "here's what we want." The Task Force agreed that the first step in the process was to initiate a new dialogue. the Morrison Institute for Public Policy was asked to write a briefing paper, which would re-invigorate the transit debate. The resulting report, "Transit in the Valley: Where Do We Go From Here?" painted a bleak picture of the Valley's existing transit system and challenged many long-held conventional wisdoms. The dialogue had begun. The report was then presented to the citizens of 17 Valley cities and towns for their consideration in 16 public meetings sponsored by cities and their local Chambers of Commerce. In community forums conducted between October 1996 and February 1997, more than 500 Valley residents discussed the Valley's transit future. This document summarizes the questionnaire responses by 501 people who attended the forums.

A series of 51 individual “stakeholder” interviews and two focus groups conducted with members of the Pima County business community in fall, 2001, documented significantly divided opinion about the likely economic impacts of the county’s Sonoran Desert Conservation Plan (SDCP). The results of the stakeholder inquiries were striking. Only one major finding reflected consensus, while several others revealed sharp differences of opinion in the business community about the potential economic impacts of the SDCP and associated initiatives.

Aging affects all dimensions of our society, but none so much as health care. Thus, St. Luke’s Health Initiatives (SLHI) decided to dedicate part of its Arizona Health Futures program to exploring Arizona’s capacity to meet the health care demands of an aging population. SLHI asked the Arizona State University School of Public Affairs and Morrison Institute for Public Policy to collaborate on The Coming of Age to inform Arizona’s policy leaders and residents about these critical issues. The Coming of Age engaged demographers, economists, public policy analysts, human service and medical professionals and citizens. Through its research, the team developed a realistic picture of Arizona’s "capacity to care" for an elder population. The results of the research are presented in The Coming of Age: Aging, Health and Arizona’s Capacity to Care.
