This paper provides a review of studies that examine the extent to which university research promotes local economic growth and development. The primary focus of the paper is on economic impacts that derive from the innovative outputs of faculty. this paper evaluates Arizona State University and the Phoenix metropolitan area in terms of factors that enhance the local economic impact of university research. The potential for local impacts from ASU’s research and graduate programs is greatly aided by the fact that ASU is located in a major metropolitan area with a climate and other natural amenities that mobile professional workers find attractive.

Growth in the stock of knowledge has been the most important factor behind the dramatic rise in living standards in the United States and other countries over the past 100 years. Systematic efforts made by firms, universities, governments, and other organizations to increase the stock of knowledge are referred to as research and development (R&D). The purpose of this paper is to provide an overview of the entire system of R&D in the United States—or as it is sometimes called, the national innovation system. Special emphasis will be placed on basic research. This is the component of R&D that is most likely to be underprovided by the private sector and the one that figures most prominently in public policy toward science and technology. The report also emphasizes the role of universities that, in the United States, perform the lion’s share of basic research.

The report provides a variety of basic statistical indicators of R&D effort and identifies recent trends in sources of R&D funding. The report also reviews classic arguments on the appropriate role of government in supporting R&D and the strengths and weaknesses of universities as performers of R&D. The U.S. national innovation system is compared with those in other major industrialized countries.

A landmark assessment of infrastructure needs in Arizona was produced by the L. William Seidman Research Institute in May 2008 for the Arizona Investment Council (AIC): "Infrastructure Needs and Funding Alternatives for Arizona: 2008-2032", that addressed infrastructure needs in four categories: energy, telecommunications, transportation, and water and wastewater. The information from the AIC report is a major input to the report that follows. Other types of infrastructure — most notably education, health care, and public safety — also are analyzed here to provide a more complete picture of infrastructure needs in Arizona. The goals of this report are to place Arizona’s infrastructure needs into national and historical contexts, to identify the changing conditions in infrastructure provision that make building Arizona’s infrastructure in the future a more problematic proposition than in the past, and to provide projections of the possible costs of providing infrastructure in Arizona over the next quarter century.

The primary purpose of this study was to develop a plan that enables the Town to facilitate safer and more efficient infrastructure for the traveling public and guide the development of the Business District. This study recommends phased improvement projects to address the multimodal transportation needs of the community, while steering community development and project funding. The study findings will also be incorporated into the Town's Capital Improvement Planning process for the next 5-, 10-, and 20-year time frames.

The Town of Superior Small Area Transportation Study was initiated by the Town of Superior in conjunction with the Arizona Department of Transportation. The purpose of this study is to document existing roadway characteristics and operations, land use and socioeconomic conditions, and other existing transportation modes, and to craft a long-range transportation plan to meet the transportation needs of the Town of Superior. A travel demand model was prepared to forecast traffic volumes to assist in identifying the traffic impacts with the anticipated growth in and around the City.

The purpose of the Verde Valley Multimodal Transportation Study is to develop a long-range regional transportation plan to guide the implementation of transportation improvements on the roads of regional significance in the Verde Valley, including I-17, State Routes, and roads on the County Regional Road System. This Study is an update of the 1999 Verde Valley Transportation Study Update.

The Camp Verde Small Area Transportation Study is a joint effort of the Town of Camp Verde and Arizona Department of Transportation. The purpose of this study is to develop a multimodal transportation plan that outlines the Town’s transportation priority projects. The transportation plan will sketch out a path to help the Town achieve its vision and goals for a future transportation system in a manner that is closely aligned with the lifestyle and the values of the community.

The purpose of this study is to prepare a pedestrian circulation plan for the City of Nogales in the vicinity of and serving the three Nogales Ports of Entry. These ports are the DeConcini and Morley Gate Ports of Entry in downtown Nogales and the Mariposa Port of Entry to the west at SR 189.

The Yuma Regional Transit Study identifies transit needs within southwestern Yuma County and presents recommended transit system improvements based on three funding scenarios. This study examined current and projected population, demographics, and employment for the region, conducted extensive public outreach and data collection, identified transit deficiencies and developed recommended transit improvements based on the identified deficiencies.

The La Paz Transportation Planning Study was conducted as part of the Planning Assistance for Rural Areas program sponsored by the Arizona Department of Transportation Multimodal Planning Division. This Study developed 5, 10, and 20-year transportation plans, as well as an implementation program, to guide the County, Towns, and the Colorado River Indian Tribes in meeting transportation needs for the Study Area into the future.
