This document provides information on the types of activities supported and the categories or characteristics of individuals served under the provisions of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, Subtitle C - Block Grants for Social Services, which amends Title XX of the Social Security Act. The Arizona Department of Economic Security under the statutory provisions of the law administers the Arizona Social Services Block Grant Plan. The program period covered corresponds to the State Fiscal Year, which begins on July 1, and ends June 30. State Fiscal Year overlaps portions of previous Federal Fiscal Year, which runs from October 1 through September 30.

Although there are several adoption agencies in Arizona, the Department of Economic Security is the largest. Almost without exception, the children placed by DES have special needs; that is, they may be older or have physical or emotional handicaps. The information presented here is based on DES’ statewide adoption program. This pamphlet has been prepared to answer some of the most frequently asked questions about adoption.

Arizona physicians with expertise in prenatal substance abuse, Child Protective Services, Arizona Department of Health Services, Indian Health Services, and hospital social services have come together to develop a consistent approach to identifying substance-exposed newborns. Based on extensive medical literature review, review of other state guidelines, and input from Arizona hospital newborn programs, this committee drafted these guidelines.

This study summarizes and analyzes the findings of a statewide survey conducted last year of samples of homeless individuals in the Phoenix and Tucson areas and across the state. The aim of this report is to join with other, ongoing efforts to develop effective policies concerning such issues as job training, treatment for the mentally ill and Arizona’s critical need for affordable housing. Hopefully, it will help politicians and policymakers talk more openly and productively about a pervasive social problem that is both glaringly obvious and largely invisible.

This report brings together the results of a survey of 1100 homeless people living in and around downtown Phoenix in 1996 with the results of a similar survey conducted in 1983. In addition to providing a snapshot of the homeless population in Phoenix, the data and comparative information presented in this report also reveal the complex and intractable nature of the homeless problem in general.

To lessen the impact of an influenza pandemic, the State of Arizona has created this Influenza Pandemic Response Plan to promote an effective response throughout the pandemic. The plan was originally crafted in 2000, through a coordinated effort of the Arizona Department of Health Services, Arizona Division of Emergency Management, local health departments and other partners and stakeholders. It is also an annex to the Arizona State Emergency Response and Recovery Plan.

A plan to improve the health of Arizonans over the next decade based upon the national Healthy People 2010 planning agenda using a unique community-based approach that is best suited to our large and
diverse state. While there are literally hundreds of health issues that are being addressed in Arizona, this plan focuses on twelve areas which health experts and communities themselves have agreed are of priority.
Each area includes strategies that ADHS and county and tribal health departments are involved with. But beyond those there are also many strategies designed to engage all sectors of the community: businesses, schools, fire and police, volunteer groups, religious organizations ... the list goes on!
