Each year, information is requested from cities, towns, private water companies, and water improvement districts in an effort to summarize and document water conservation activities implemented within Active Management Areas.
Outlines Gilbert's community goals for its physical, economic, and social development and provides a decision-making guide for the future.

Realizing the need for drought preparedness in Arizona, a Governor’s Drought Task Force was created in 2003 and the Arizona Drought Preparedness Plan developed. The plan was adopted in 2004 and its continued implementation ordered in 2007. It established a framework to monitor drought, improve understanding of drought impacts, and determine mechanisms for limiting future vulnerability. The Arizona Department of Water Resources coordinates these activities and prepares the Arizona Drought Preparedness Annual Report each year.

Examples of these activities include licensing well drillers, assuring the safety of dams, and developing mandatory conservation requirements for all water use sectors in Active Management Areas, protecting the state’s Colorado River allocation and facilitating Indian water rights negotiations among tribal representatives, local interests, federal and state officials and members of Congress.
The Arizona Water Banking Authority was created in 1996 to store the unused portion of Arizona’s annual allocation of the Colorado River. By storing this unused water the AWBA secures a dependable water supply necessary to ensure the state’s long-term prosperity. The plan is intended to govern the operations of the AWBA over the course of the entire calendar year.

Until the AWBA was created, Arizona had not fully utilized its 2.8 million acre-foot allocation of Colorado River water and the state’s leaders recognized that leaving a portion of Arizona’s allocation in the river was a lost opportunity. The AWBA was created to provide assurances that water users within the state had secure, long-term water supplies.

Water banking is one of Arizona's most important water management strategies, and its success depends on effective planning. This joint plan helps advance the objective, articulated in the intergovernmental agreement among CAP, ADWR and AWBA, to develop a coordinated and cooperative planning process that includes distribution and recovery of water stored by the AWBA.
