The Arizona Water Banking Authority was created in 1996 to store the unused portion of Arizona’s annual allocation of Colorado River water. Until the AWBA was created, Arizona had not fully utilized its 2.8 million acre-foot allocation of Colorado River water and the state’s leaders recognized that leaving a portion of Arizona’s allocation in the river was a lost opportunity. The AWBA was created to provide assurances that water users within the state had secure, long-term water supplies.

The primary purpose of the Inventory is to identify storage capacity available to the Arizona Water Banking Authority to meet its water storage goals. Inclusion of a facility in the Inventory does not equate to a commitment by the AWBA to utilize any specific facility in the future. The AWBA will continue to determine annually which facilities will be used through the development of the Annual Plan of Operation. Conversely, not including a facility in the Inventory does not preclude the AWBA from utilizing that facility in a future Annual Plan. It does, however, preclude the facility from being utilized for interstate water storage, until such time as it is included in an updated Inventory.

The purpose of the Inventory is to determine whether storage facilities exist in this state to meet the water storage needs of the authority for the following ten years. The Authority approved the initial Inventory in 1997. Because additional storage facilities are continually being constructed, the Authority updates the Inventory at least once every five years. The Authority has been annually updating all new facilities that could be utilized by the Authority in its Annual Report. It is important to note that the primary purpose of the Inventory is to identify the capacity that is available for potential storage by the Authority to meet its objectives. The inclusion of a facility in the Inventory does not equate to a commitment by the Authority that the facility will be utilized for water banking purposes in the future. The Authority will continue to determine annually which facilities will be used through the development of an Annual Plan of Operation. Conversely, a facility that is not included in the Inventory may be utilized in a future Annual Plan of Operation.

Criminal events depicted by the media often took the form of individuals engaging in some type of minor criminal activity at a Circle

Over the past year anecdotal evidence from media reports has suggested disproportionate levels of crime and violence occurring at Circle K stores in the Phoenix metropolitan area. Criminal events depicted by the media often took the form of individuals engaging in some type of minor criminal activity at a Circle K, and the events spiraling out of control. As a consequence of these observations, and subsequent federally sponsored research examining problem places in Glendale, Arizona, faculty and staff from the Center for Violence Prevention and Community Safety at Arizona State University reached out to several valley police departments and requested official data to more systematically examine this potential problem. This report presents our findings and our recommendations.

As part of the Bureau of Justice Assistance’s Smart Policing Initiative, the Glendale Police Department and the Center for Violence Prevention and Community Safety at Arizona State University found that convenience stores -- particularly Circle K's -- disproportionately contributed to crime and disorder in the city of Glendale. The Center reached out to other law enforcement agencies in the Phoenix metropolitan area, and in June 2011, they authored a report based on 2010 data from four cities: Glendale, Mesa, Phoenix, and Tempe. The 2010 report revealed that, when compared to other convenience stores Circle K’s, were disproportionately responsible for crime and disorder, regardless of their neighborhood or city.

The Phoenix TRUCE Project is modeled after the Chicago CeaseFire program, and as such has adopted a public health approach in responding to violence in the community. TRUCE emphasizes the use of outreach staff embedded in the community who identify community members who are at imminent risk of being either a victim or perpetrator of violence, particularly gun violence. The project is a data-driven, and its core components include, community mobilization and youth outreach. Each of its components addresses a different facet of the violence problem with the goal of preventing shootings.

The purpose of the present study was to conduct an evaluation of the Canyon Corridor Weed and Seed, using both qualitative and quantitative data to conduct process and impact evaluations. The process evaluation relied on official documents detailing site activities and interviews with key stakeholders. The impact evaluation relied on Uniform Crime Report (UCR) and call for service (CFS) data from the Phoenix Police Department (PPD) from 2002 through 2007, divided into two categories represented by a four-year “pre-test” and two-year “post-test”. The results of the process evaluation indicated that the Canyon Corridor Weed and Seed was actively engaged in activities pursuant of their original site goals, and adapting them as the site developed. The impact evaluation indicated that the crime rates in the Canyon Corridor Weed and Seed area experienced mixed declines and increases during the past two years of official programmatic activities when compared to the four years prior for crimes related to violent, property, drugs, and total crimes.
