The Water Infrastructure Finance Authority of Arizona is an independent entity authorized to finance the construction, rehabilitation and/or improvement of drinking water, waste water, waste water reclamation, and other water quality facilities/projects. As a “Bond Bank”, WIFA is authorized to issue water quality bonds on behalf of communities for basic water infrastructure. Generally, WIFA offers borrowers below market interest rates on loans for 100% of eligible project costs.

The Arizona notary law was amended in 1996, 1997, 1999, 2000, and 2004. The 1996 amendments comprised the first major revisions of the notary law in Arizona in more than 50 years. Rules, effective August 25, 2004, are included in this manual which contains:

The conference looked beyond the juvenile justice system proper to examine the roots and potential solutions to the over representation of minority youth in Arizona’s juvenile justice system. Through this important undertaking and the dedication of the Commission on Minorities, Arizona demonstrated once again its important role as a leader in shaping the future of the juvenile justice system.

Shortly after selecting Judge Roxanne Song Ong as Commission Chair and reconstituting its membership, Chief Justice McGregor directed the Commission to develop a strategic plan with projects that seek to enhance fairness and equity in the judiciary and present a report at the December 2006 meeting of the Arizona Judicial Council.

This report represent the efforts of the Commission since its reactivation under a new mandate in May of 1994. The goal of this work group is to develop policies and programs that will facilitate the growth of minority applicants seeking appointments as judges, commissioners, judges pro tempore, special masters, clerkships, and internships.

The Secretary of State’s Office publishes this manual as a guide for Arizona notaries. Revisions to this manual include concise explanations of how to apply with our office, how to purchase a notary bond, information about your commission, duties as a public official, samples of notarial acts, and the laws and rules that govern Arizona notaries. Arizona notaries are required to have a copy of this manual and keep it as a reference.

The Water Infrastructure Finance Authority of Arizona implements three types of technical assistance:
1. Project Technical Assistance – Planning and Design Assistance Grants assist an individual drinking water or wastewater system to conceive, plan, design, or develop an infrastructure project.
2. Policy Technical Assistance – Policy TA includes studies, surveys and other types of reports that provide benefit to a range of drinking water and wastewater systems statewide.
3. Operational Technical Assistance – The Arizona Department of Environmental Quality manages this program to provide assistance to individual drinking water and wastewater systems to improve facility operations.
