An update to the Flagstaff Regional Plan 2030 (FRP30), to bring its Road Network Illustration (Map 25) into compliance with Arizona Revised Statute requirements and to resolve inconsistencies between Map 25 and parts of the Flagstaff City Code. This update does not alter the intent of FRP30; it is only concerned with correcting errors, removing legal vulnerability, and improving the readability of FRP30.

Volume I: Facts
Analyses of Arizona state government finance, using data of the Arizona Joint Legislative Budget Committee, and of the combined finances of all state and local governments within Arizona, using data of the U.S. Census Bureau. A historical perspective is provided for both datasets. For combined state and local government finance, comparisons are made to other states and to the national average. In addition, other measures of the tax burden by state are examined.

Volume II: Concepts and Issues
Addresses the conceptual and empirical relationships between taxes, government revenue, and economic growth. Also discusses current issues specific to Arizona state government finance. This is a revised version of the report "Tax Reductions, the Economy, and the Deficit in the Arizona State Government General Fund," incorporating new and updated material.

Volume III: Options for Managing the Arizona State General Fund
Presents options and offers recommendations for managing the Arizona state government general fund. The near-term budget deficit is addressed as well as ways to prevent budget deficits from recurring every time economic growth slows.

The Hydrology Division of the Arizona Department of Water Resources has been in the process over the last two years of updating the geology used in the Department’s Salt River Valley Regional Groundwater Flow Model. The geology update is the first phase of an overall plan to update the model’s geologic structure, numerical grid and extend the model’s steady-state and transient calibration periods. Releasing the provisional geologic report at this time allows us to provide the new data and analysis to water providers and other model users prior to the completion of the overall model update. Please be advised that the geologic data and interpretations that are included in this report and accompanying database are provisional at this time and subject to revision.

As a result of high growth rates, physically and legally limited water supplies, drought, economic constraints, and relatively little comprehensive water resource planning and management, water supplies are stressed in some parts of Arizona. The Arizona Department of Water Resources has collected and synthesized currently available water-related information for the State of Arizona into a “water atlas,” organized by planning area.

This new, updated, and expanded Public Service Orientation Guidebook is developed to give public officers an overview of Arizona’s laws concerning ethical standards. Although the Attorney General’s Office offers this Guidebook and a training program to assist you, the Office also is responsible to investigate and prosecute violations of public service laws. Accordingly, it is important that public officers understand that they are each responsible for complying with the law.

Attorney General Opinions are issued when requested by the legislature (or either house of the legislature), any public officer of the State, or a county attorney, on a question of law relating to their office. Our office does not issue opinions for private citizens, nor do we offer legal advice to private citizens.

The following opinions were issued from 1999 to the present time. The first two digits of each opinion indicate the year it was issued (I99 indicates it was issued in 1999), and the next three digits sequentially number the order in which the opinions were issued. For example, I99-003 would be the third opinion issued in 1999. The number in parentheses (R98-025) references the request for an opinion file number. Opinions of the Attorney General are advisory, and do not have the same effect as decisions of a court of law.

Realizing the need for drought preparedness in Arizona, a Governor’s Drought Task Force was created in 2003 and the Arizona Drought Preparedness Plan developed. The plan was adopted in 2004 and its continued implementation ordered in 2007. It established a framework to monitor drought, improve understanding of drought impacts, and determine mechanisms for limiting future vulnerability. The Arizona Department of Water Resources coordinates these activities and prepares the Arizona Drought Preparedness Annual Report each year.

The Arizona Department of Water Resources manages the state’s water supply. Water management includes a wide variety of activities that are intended to protect and preserve the water supply. Examples of these activities include licensing well drillers, assuring the safety of dams, and developing mandatory conservation requirements for all water use sectors in Active Management Areas, protecting the state’s Colorado River allocation and facilitating Indian water rights negotiations among tribal representatives, local interests, federal and state officials and members of Congress.
