The conference looked beyond the juvenile justice system proper to examine the roots and potential solutions to the over representation of minority youth in Arizona’s juvenile justice system. Through this important undertaking and the dedication of the Commission on Minorities, Arizona demonstrated once again its important role as a leader in shaping the future of the juvenile justice system.

Shortly after selecting Judge Roxanne Song Ong as Commission Chair and reconstituting its membership, Chief Justice McGregor directed the Commission to develop a strategic plan with projects that seek to enhance fairness and equity in the judiciary and present a report at the December 2006 meeting of the Arizona Judicial Council.

This report represent the efforts of the Commission since its reactivation under a new mandate in May of 1994. The goal of this work group is to develop policies and programs that will facilitate the growth of minority applicants seeking appointments as judges, commissioners, judges pro tempore, special masters, clerkships, and internships.

The Arizona Water Banking Authority was created in 1996 to store the unused portion of Arizona’s annual allocation of the Colorado River. By storing this unused water the AWBA secures a dependable water supply necessary to ensure the state’s long-term prosperity. The plan is intended to govern the operations of the AWBA over the course of the entire calendar year.

Until the AWBA was created, Arizona had not fully utilized its 2.8 million acre-foot allocation of Colorado River water and the state’s leaders recognized that leaving a portion of Arizona’s allocation in the river was a lost opportunity. The AWBA was created to provide assurances that water users within the state had secure, long-term water supplies.

This report is a result of the "2002 Equitable Treatment of Minority Youth" report produced by the Arizona Supreme Court Commission on Minorities in the Judiciary. One of the recommendations issued in that report was to create an annual report card to assess progress on the reduction of over-representation of minority youth in the juvenile justice system. The decision has been modified to produce a report card every other year. The first report serves as a baseline for the second, third and fourth report cards. The intent is to illustrate the current situation, provide a basis for future comparison, highlight areas of special concern and compare these results with the prior report card.

Information on arsenic exposure around Arizona has been available for several years. It is only recently that people have begun moving into areas where high arsenic levels may affect large numbers of people. Because of these new trends, the ADHS is providing more detailed information to the public on how to protect themselves.

A resident of Wickenburg, Arizona and her husband reported experiencing some adverse health effects that she felt may be attributed to a recent pesticide application to her home. The family requested the Arizona Department of Health Services to evaluate whether the remaining levels of pesticides present in her home would cause any health effects. The resident reported to ADHS that their symptoms continued to worsen over time, and that the chemical continued to pool in their house even after being wiped up several times, so that she and her husband vacated the house. The couple underwent extensive testing, and are receiving oxygen treatment to alleviate their symptoms. No medical records have been submitted to ADHS for review, and it is difficult to conclusively analyze health outcome information as it has been self reported.
