Though the Great Recession may be officially over, all is not well in Arizona. Three years after the collapse of a massive real estate “bubble,” the deepest economic downturn in memory exposed and exacerbated one of the nation’s most profound state fiscal crises, with disturbing implications for Arizona citizens and the state’s long-term economic health.

This brief takes a careful look at the Grand Canyon State’s fiscal situation, examining both Arizona’s serious cyclical budget shortfall—the one resulting from a temporary collapse of revenue due to the recession—as well as the chronic, longer-term, and massive structural imbalances that have developed largely due to policy choices made in better times. This primer employs a unique methodology to estimate the size of the state’s structural deficit and then explores the mix of forces, including the large permanent tax reductions, that created them. It also highlights some of the dramatic impacts these fiscal challenges are having on service-delivery as well as on local governments. The brief suggests some of the steps state policymakers must take to close their budget gaps over the short and longer term. First, it urges better policymaking, and prods leaders to broaden, balance, and diversify the state’s revenue base while looking to assure a long-haul balance of taxing and spending. And second, it recommends that Arizona improve the information-sharing and budgeting processes through which fiscal problems are understood—so they may ultimately be averted.

This version of the Major Streets and Routes Plan revises the original plan and the 2004 revisions. Looking ahead to pending updates to the classification systems of towns and cities in Maricopa County, the original MSRP stipulated a periodic review and modification of the street functional classification portion of the plan. This revision incorporates the following changes: (1) as anticipated, many of the communities in the County have updated either their general or transportation plans in the time since the adoption of the first MSRP; (2) a new roadway classification, the Arizona Parkway, has been added to the Maricopa County street classification system and the expressway classification has been removed; and (3) a series of regional framework studies have been conducted by the Maricopa Association of Governments to establish comprehensive roadway networks in parts of the West Valley.

The study was developed by Gila County cooperatively with the Arizona Department of Transportation, Central Arizona Association of Governments, and the Tonto National Forest. In addition, area residents’ and stakeholder input was solicited and incorporated in the study through public participation efforts. The purpose of the study has been to develop a 20-year transportation plan and implementation program to guide Gila County in meeting transportation needs into the future. Roadway and multimodal improvements were identified to address deficiencies and needs to improve mobility and safety in the County. The study also identified how and when these improvements should be implemented and funded. This long-range multimodal transportation plan is intended for use in day-to-day programming and funding of transportation improvements. In addition, transportation improvements have been prioritized to maximize project benefits within budget limitations.

The Decision Center for a Desert City at Arizona State University—funded by the National Science Foundation since 2004—conducts research relevant to water resources and urban climate dynamics under multiple uncertainties. This report summarizes and synthesizes research findings and achievements of DCDC after almost a decade of research and science-policy interactions. Water resource decision-making is complicated by climate change and variability, population growth and economic development, diverse stakeholder interests and fragmented governance. While these factors generate various uncertainties and complexities for decision-makers, DCDC pursues research to create a more sustainable future. The DCDC contributes to water management and urban sustainability by conducting basic science and collaborating with policymakers and stakeholders to solve real-world problems. As detailed herein, DCDC research, education, and community outreach have made substantial contributions to improving water-resource governance and climate adaptation.
