The study was developed by Gila County cooperatively with the Arizona Department of Transportation, Central Arizona Association of Governments, and the Tonto National Forest. In addition, area residents’ and stakeholder input was solicited and incorporated in the study through public participation efforts. The purpose of the study has been to develop a 20-year transportation plan and implementation program to guide Gila County in meeting transportation needs into the future. Roadway and multimodal improvements were identified to address deficiencies and needs to improve mobility and safety in the County. The study also identified how and when these improvements should be implemented and funded. This long-range multimodal transportation plan is intended for use in day-to-day programming and funding of transportation improvements. In addition, transportation improvements have been prioritized to maximize project benefits within budget limitations.

If Arizona is going to be successful not only in improving minority access to higher education, but more importantly, minority student success in higher education, a systematic approach needs to be developed. The answers to improving minority access and achievement in higher education requires a holistic view of education as a system as well as an integrated look into the drivers of academic success. A fundamental problem exists with current policies designed to improve minority representation in higher education. Arizona’s lack of both a systematic view of the problem and the creation of a framework to evaluate policy ideas are sources of these disappointing results. The purpose of this paper is to fill in the gap by providing a framework of focus for academic success to be used to enhance Arizona’s approach to higher education policy.

Believing that voters might support transit if they felt like an integral part of the transit proposal decision-making process, the Phoenix Chamber of Commerce's Valleywide Transit Task Force set out in early 1995 to initiate a bottom-up process which would enable people to say, "here's what we want." Believing that voters might support transit if they felt like an integral part of the transit proposal decision-making process, the Phoenix Chamber of Commerce's Valleywide Transit Task Force set out in early 1995 to initiate a bottom-up process which would enable people to say, "here's what we want." The Task Force agreed that the first step in the process was to initiate a new dialogue. the Morrison Institute for Public Policy was asked to write a briefing paper, which would re-invigorate the transit debate. The resulting report, "Transit in the Valley: Where Do We Go From Here?" painted a bleak picture of the Valley's existing transit system and challenged many long-held conventional wisdoms. The dialogue had begun. The report was then presented to the citizens of 17 Valley cities and towns for their consideration in 16 public meetings sponsored by cities and their local Chambers of Commerce. In community forums conducted between October 1996 and February 1997, more than 500 Valley residents discussed the Valley's transit future. This document summarizes the questionnaire responses by 501 people who attended the forums.

Throughout Arizona and the Southwest, the odds are against high achievement in schools with a mostly Latino, mostly poor student enrollment. Some schools, however, "beat the odds" and achieve consistently high results or show steady gains. Why do these schools succeed where others fail? Using the methodology of business guru Jim Collins from his book "Good to Great: Why Some Companies Make the Leap...and Others Don't," the authors of this report found 12 elementary and middle schools in Arizona--schools whose students are mostly Latino and mostly poor--that are "beating the odds" on reading and math scores. The authors compared them with similar schools that are performing poorly. The comparisons yielded many insights that are contrary to conventional wisdom. One key result is the unearthing of six elements of success that can translate into broader messages for education policy and strategy. The report recommends the creation of leadership programs for principals and teachers and calls for the creation of a dissemination mechanism to bring "best practices" into every school in Arizona.
