As cities seek ways to address emerging urban problems, a growing ractice is to combine the efforts of citizens, local government, and community organizations to revitalize and build strong neighborhoods. The Neighborhood Fight Back Program, administered through the City of Phoenix Neighborhood Services Department (NSD), is viewed as one such practice. The Fight Back program offers designated neighborhoods “specialized support over a limited period of time to assist with resident driven neighborhood improvement efforts. These efforts generally focus on revitalization, sustainability, crime and blight reduction, resident participation, neighborhood leadership, development and community building.” At the request of NSD, an external evaluation of the Fight Back program was conducted by the Morrison Institute for Public Policy, School of Public Affairs, Arizona State University. The evaluation involved more than 100 interviews with residents and city staff and an extensive review and analysis of program documentation.

In 1988 and 1995, statewide surveys provided "snapshots" of the status of K-12 arts education in Arizona. These milestone studies showed a continuum of programs and a variety of strengths and challenges across the state. In the years since -- even as landmark education and arts policies were adopted and arts organizations became important sources of enrichment and learning -- Arizona’s educators and arts professionals have had to rely on local anecdotes, personal experience, and partial reports to gauge the status and impact of school- and community-based arts education. To answer today’s questions about arts education in schools and communities, the Arizona Arts Education Research Institute and Maricopa Partnership for Arts and Culture, instead of another snapshot, chose to determine the feasibility of mechanisms to track formal and informal -- or school- and community-based -- arts education over the long term. Morrison Institute for Public Policy (School of Public Affairs, College of Public Programs) designed the Beyond Snapshots study to gather input from a selection of state arts education experts, teachers, and representatives from schools, districts, and arts and culture organizations.

Will Pinal become a distinguishable destination or simply a McMega drive through? If Pinal rises to the occasion, the result can be a vibrant, sustainable, and competitive place that takes advantage of its location. If Pinal fails to choose wisely, its bedroom community future is already visible in the East Valley and subdivisions north of Tucson. Which will it be?

When Arizona's economy depended on the 4Cs – copper, cotton, citrus, and cattle – Pinal County was a leader in 2 of them. Convinced by a compelling business case that showed how arts and culture contributes to a strong knowledge economy, the Maricopa Regional Arts and Culture Task Force called for a region-wide commitment to arts and culture development. The 30 elected, business, arts, and philanthropic leaders also agreed that, given the current financial limitations of the region’s arts and culture sector, a new era of achievement would require a "well-rounded system of funding and support through public, private, and philanthropic means." Without this, the potential for arts and culture to help ensure "a high skill, high innovation economy in a great, livable place" would go unfulfilled. Given the economic imperatives, size of the arts and culture sector, and various election results, creating a "well-rounded system of funding and support" for arts and culture in metro Phoenix would seem to be realistic. Yet, for all of these and other pluses, the task force’s members realized that their successors would have to have "perfect pitch" on any proposal for a dedicated funding source for arts and culture.

The 2015 State of Our State Conference focused on criminal justice reform and included several white papers from various authors, researchers and legal officials from different perspectives. Here is the latest contribution in the series published by Morrison Institute for Public Policy as part of its ongoing effort to encourage public dialogue on criminal justice issues. America is witnessing a growing national consensus that we should not be incarcerating nonviolent drug offenders, even those with prior drug convictions, who have not committed property crimes. Many other less-serious offenders could receive reduced sentences without threatening public safety. Even when offenders deserve incarceration, they may not have deserved the amount of time imposed – the punishment did not fit the crime. These are among the evidence-based arguments presented by three veteran attorneys in “Fixing Arizona’s Mass Incarceration Dilemma.” The paper’s authors are former Maricopa County Superior Court Judge R.L. Gottsfield, Phoenix attorney Larry A. Hammond, founder and president of the Arizona Justice Project, and former Maricopa County public defender Donna Elm. Touching on all aspects of the justice system, the authors assert that Arizona is behind the curve in addressing its mass incarceration problem. The importance of ignoring the direction the country is going cannot be understated for Arizona, which has one of the highest incarceration rates. It is even more unjustified in light of research indicating that shorter sentences do not jeopardize public safety – with safety being the mainstay basis for Arizona’s heavy sentencing regime.

Mobility is crucial to everyday life in rural and urban settings, and for individuals with disabilities and low-income populations public transportation can be a major obstacle to keeping them socially engaged. For some individuals, public transportation is their sole way to see a doctor, get groceries and maintain employment. A 2015 survey of individuals with developmental disabilities in 28 states found that Arizona is the worst when it comes to reliable transportation. What can Arizona do to increase funding and continually improve its transportation services? This report examines some avenues to mobility.

A recent American Civil Liberties Union report found that Maricopa County elementary and middle school students with disabilities are twice as likely to be suspended compared to kids without disabilities. Another key factor in this discussion is the use of restraints and seclusion on students with disabilities as disciplinary action in schools. In 2016, state lawmakers revised Arizona Revised Statute Title 15-105 on the use of restraints and seclusion, requiring that schools document and report any restraint or seclusion used on students to the parent or guardian within 24 hours. This briefing paper looks at the definition of restraints and seclusion, as well as whether they are overused forms of punishment on students with disabilities.
