Phoenix Early Head Start (EHS) is a program for first-time teen parents and their families. It is a family-centered program intended to provide early, continuous, intensive, and comprehensive child development and family support services for vulnerable families and their very young children. This report presents case studies of 12 families, all EHS participants, who agreed to be followed throughout their participation in the program so that their stories could be updated as they unfolded from one year to the next. The case study families were interviewed for the first time in August 1997 and again in August 1998. Common themes in the family's stories regarding EHS's role include: (1) assistance from caring staff; (2) reassurance from home visits and child development; (3) help in becoming good parents; (4) help with personal goals; (5) help with daily life; and (6) socialization opportunities for children and parents.

This report addresses one central issue: the nature and extent of the teacher shortage in Arizona. Its purpose is to inform policymakers and help prevent poor policy decisions and wasted resources. The report presents new research along with policy and program recommendations intended to serve as points of departure for understanding and discussing teacher supply and demand in Arizona. Among the research findings are the following: (1) Arizona did not have an overall shortage of teachers when this report was written, but a delicate balance existed between demand and supply; (2) despite an overall surplus, teacher shortages were already occurring in specific regions and subject-matter areas, and these shortfalls were expected to worsen; (3) managing attrition and encouraging the return of inactive certified teachers will be crucial to ensure a sufficient teacher pool; and (4) policy changes are needed to increase and monitor Arizona's supply of teachers, especially in specific areas. The report provides policy and program recommendations in four areas: production and recruitment; compensation; classroom environment; and data tracking. Appended are: Potential Components Not Used in This Study; Measures Used and Their Alternatives; Data Sources; 2009-2010 Enrollment and Teacher Projections table; Arizona Inactive Certified Teacher Survey Methodology; and Current Activity of Inactive Certified Teachers and 5 data-related tables. In the fall of 1995, the City of Phoenix Police Department convened a special group of people known to be deeply involved with the social and personal aspects of domestic violence. This group, which came to be called the Phoenix Police Department's Joint Task Force on Domestic Violence, consisted of police and criminal justice personnel, social service and health care providers, and a number of interested community members. Task Force members soon began earnest discussions on how best to reduce the incidence of domestic violence-a crime that is, sadly, the number one call for police service in the City of Phoenix.

Numerous studies have concluded that university science and technology research can lead to economic growth, particularly in the fast growing and high paying knowledge economy industries. Across the country and around the world, many state and national governments have heeded these studies and made substantial investments in their university research capacity. The common hope is to capitalize on the wealth and job creation that can be generated by a science and technology-based economy. Arizona is among the biggest recent investors. Passage of Arizona’s Proposition 301 in November 2000 earmarked an estimated $1 billion over 20 years to support increasing science and technology research capacity at the state’s three public universities. Other research funding programs have also been initiated in the state. Now, after the first four years of Proposition 301 funding -- FY 2002 through FY 2005 -- the question arises: How are Arizona’s Proposition 301 research investments performing?
