One-third of these youth remain unengaged in work or education following graduation, creating a significant public policy challenge for the state. Why is this so? This report shares findings from 2014 surveys and focus groups conducted with youth and families as well as interviews with education leaders across the state. These responses highlight how Arizona schools and families are preparing these youth, and what the state still needs to do to ensure youth with disabilities have a role to play in Arizona’s job market.

A recent American Civil Liberties Union report found that Maricopa County elementary and middle school students with disabilities are twice as likely to be suspended compared to kids without disabilities. Another key factor in this discussion is the use of restraints and seclusion on students with disabilities as disciplinary action in schools. In 2016, state lawmakers revised Arizona Revised Statute Title 15-105 on the use of restraints and seclusion, requiring that schools document and report any restraint or seclusion used on students to the parent or guardian within 24 hours. This briefing paper looks at the definition of restraints and seclusion, as well as whether they are overused forms of punishment on students with disabilities.

There are nearly 214,000 people between the ages of 16 and 24 in metropolitan Los Angeles who are neither working nor in school. These “Opportunity Youth” (OY) present a staggering challenge to the area in terms of lost wages and burden of social services alone. The number of OY has decreased steadily since the end of the recession. However, in 2014, OY were more White, more educated, more likely to speak English in the home and more likely be on food stamps than in previous years. This demographic shift implicates a larger portion of those who are not traditionally considered “at risk”; a group that has historically not received much support. Opportunity Youth in Los Angeles impose an estimated lifetime burden on taxpayers of $43.2 billion and a lifetime social burden of $129.3 billion. Nationally, the 5.5 million Opportunity Youth have a potential taxpayer burden of $1.30 trillion and an aggregate social burden of $3.87 trillion. Figures like this signal a clear need for action.

The network provides nurses, social workers and other professionals to answer expectant and new parents’ questions about such topics as nutrition, health and discipline – in the privacy of their own home.

Empowerment Scholarship Accounts (ESAs) are growing popular among parents of students with disabilities, providing them options to choose how and where to educate their children with financial assistance provided by the state. Almost ten percent of state funding for education is projected to be diverted to private options in 2015. This flexibility and control offered to a parent can come at the cost of added confusion about the program. It is important that parents understand the pros and cons of the program before they decide whether or not the program is the best fit for their student.

These Opportunity Youth (OY) have a lifetime taxpayer burden of $27.3 billion and a lifetime social burden of $218.5 billion. Nationally, the 6.7 million Opportunity Youth have a potential taxpayer burden of $1.56 trillion and an aggregate social burden of $4.75 trillion. Figures like this signal a clear call to action. National and local businesses, along with leading academic institutions have the opportunity to emerge as leaders in decreasing the taxpayer and social costs of OY while simultaneously helping their own bottom line. The opportunity of a collaboration between leading business and leading academic institutions on the issue of OY creates a win-win for the national and state economy as well as the welfare of all citizens.
