The State and Local Arizona Documents (SALAD) collection contains documents published by the State of Arizona, its Counties, incorporated Cities or Towns, or affiliated Councils of Government; documents produced under the auspices of a state or local agency, board, commission or department, including reports made to these units; and Salt River Project, a licensed municipality. ASU is a primary collector of state publications and makes a concerted effort to acquire and catalog most materials published by state and local governmental agencies.

The ASU Digital Repository provides access to digital SALAD publications, however the ASU Libraries’ non-digitized Arizona documents can be searched through the ASU Libraries Catalog. For additional assistance, Ask A Government Documents Librarian.

The economic theories of New Institutional Economics, auctions, and welfare economics are used to analyze the potential for E-Commerce as an institution within the agricultural sector. We discuss the theory of the firm within the NIE paradigm and focus on the potential for E-Commerce to reduce transaction costs, search costs, and the costs associated with buying and selling livestock under various auction formats. We develop a theoretical model that captures the effect of Internet feeder-cattle auctions on Florida’s cattle market at three different levels in the marketing channel. We discuss the institutional arrangements and marketing mechanisms associated with the marketing of stocker and feeder cattle in Florida. We present the results of a survey distributed to cattle producers in North Florida regarding herd size, direct transaction costs of marketing cattle, and the implications of internet technology. Finally, we perform an empirical welfare analysis in order to estimate the impact of reduced transaction costs associated with Internet and video livestock auctions on cow-calf operators and backgrounders in Florida.

We investigate the underlying reasons for producers’ choice of marketing channels for stocker cattle in the United States. In addition to traditional public auctions, private sales, video auctions, and Internet auctions have been recently used in the marketing of stocker cattle. We find that while the number of marketing options may have increased in recent years, only relatively large producers can actually take advantage of these options. The marketing options for smaller producers are still limited due to their relative size. We also find that the number of cattle marketed privately and through video and Internet auctions is positively correlated with herd size. In addition, the New Institutional Economics provides insights into how herd size influences the choice of marketing channels.

We compare the current Canadian Supply Management regime in which producers and importers benefit from rent-seeking activities that set production quota and import quota levels with those under a tariff, in which producers partakes in rent-seeking activities in order to induce the government to introduce a favorable tariff regime. We explore three different quota-setting games: (1) the import quota and production quota are set at a level that arises from a Cournot-Nash equilibrium between producers and importers; (2) the producer marketing board acts as a Stackelberg leader, taking into account the importers’ reaction to its production quota level; and (3) the importer behaves as a Stackelberg leader, taking into account producers’ reaction to its import quota level. We compare these quota-setting games with two different tariff-setting games: (1) A non-cooperative game in which the government sets the tariff at a level that maximizes tariff revenue; and (2) A cooperative game in which producers, through rent-seeking activities, induce the government to set the tariff at a level that maximizes joint government and producer rents.

From May 2005 to June 2005, the Arizona Department of Environmental Quality conducted a study, Potable Well Sampling Task 4.0, to determine if the chromium and chromium VI plume due to the discharge of the Pacific Gas and Electronic Topock Compressor Station has migrated under the Colorado River and impacted water supplies in Arizona. The ADEQ investigated the total chromium and hexavalent chromium (chromium VI) concentrations in (1) public water supply wells, (2) combined industrial and domestic water supply wells, and (3) private domestic water supply wells at Topock and Golden Shores, Arizona. The communities of Topock and Golden Shores have expressed their concerns regarding the findings. Thus, the ADEQ requested the Arizona Department of Health Services to evaluate the potential health effects of exposure to well water contaminated with chromium.

This report evaluates the potential exposure pathways associated with vermiculite concentrate processing activities at the Ari-Zonolite facility. The site is located in the near downtown area of Glendale, approximately ½ mile from the city hall, downtown shops, and other buildings. The former Ari-Zonolite facility received vermiculite from the Libby, Montana, mine. From 1951 to 1964, the site was leased the site to the Ari-Zonolite Company. Following the removal of the vermiculite concentrate processing equipment in 1964, several businesses have occupied the site. None of these businesses were involved in vermiculite processing activities. The last occupant of the former vermiculite processing building was an automotive restoration business, which vacated the site in 2002.

This health consultation evaluates results of irrigation well samples collected by the Arizona Department of Environmental Quality in October 2003. Previous results obtained by the Blue Ridge Elementary School District in the summer of 2003 indicated trichloroethylene levels above the U.S. Environmental Protection Agency’s Maximum Contaminant Level. In addition, the most recent (2002) Annual Water Quality Report from the drinking water supplier, Arizona Water Company, was reviewed. A previous health consultation (Blue Ridge Elementary School, Lakeside, Navajo County, Arizona Health Consultation-April 30, 2003) reviewed environmental conditions at Blue Ridge Elementary School. Parents and school staff were concerned that environmental exposures were causing students to be absent from school. Drinking water quality reports, indoor air quality data, food safety, environmental sanitation records, student attendance rates, and the results of an annual parent satisfaction survey were evaluated in the consultation. Arizona Department of Health Services concluded that environmental conditions at Blue Ridge Elementary School posed no apparent public health hazard, and that attendance rates were similar to statewide attendance rates. As part of the 2003 health consultation, ADHS requested that the school district conduct water sampling from the on-site irrigation water wells for the school grounds. Those sampling results were not available when the 2003 health consultation was completed.
