The State and Local Arizona Documents (SALAD) collection contains documents published by the State of Arizona, its Counties, incorporated Cities or Towns, or affiliated Councils of Government; documents produced under the auspices of a state or local agency, board, commission or department, including reports made to these units; and Salt River Project, a licensed municipality. ASU is a primary collector of state publications and makes a concerted effort to acquire and catalog most materials published by state and local governmental agencies.

The ASU Digital Repository provides access to digital SALAD publications, however the ASU Libraries’ non-digitized Arizona documents can be searched through the ASU Libraries Catalog. For additional assistance, Ask A Government Documents Librarian.

This report provides an implementation plan that allows the Arizona Department of Transportation and other agencies in Arizona to make optimal use, through local data inputs, of the United States (US) Environmental Protection Agency's (EPA) Motor Vehicle Emissions Simulator (MOVES) model. MOVES is the federally approved mobile source emissions model for use in State Implementation Plan development and conformity analysis, and is recommended for other transportation air quality analysis purposes. EPA requires or recommends using local data for many of the model's inputs. This report includes an assessment of Arizona-specific data and the processing necessary to create these inputs, plus a demonstration of data-processing procedures using Yuma County as a case study. The recommendations are intended for applying the MOVES model anywhere in the state of Arizona, but are not meant to supersede work by metropolitan agencies that may use more detailed data than available in other regions of the state. This study focuses on the latest release of the model, MOVES2014.

Planning to Programming Link development started with ADOT's multimodal visioning called "Building a Quality Arizona" (bqAZ), the 2010 Statewide Transportation Planning Framework Study created a fiscally-unconstrained vision for the state's transportation system in 2050. bqAZ led to "What Moves You Arizona?," the state's Long-Range Transportation Plan 2010-2035, which applied financial constraint to the vision, identifying anticipated revenues and providing a recommended investment choice (RIC) that indicates how revenues will be allocated to four different investment types: preservation, expansion, modernization, and non-highway. The third step, and subject of this report, is "Linking the Long-Range Plan and Capital Improvement Program," or P2P Link, which focuses on how ADOT and its primary business partners, the Federal Highway Administration (FHWA), Metropolitan Planning Organizations (MPOs), and Councils of Governments (COGs), fund, build, maintain and operate the transportation system.

The Pima County Department of Environmental Quality has prepared this document to be submitted to the U.S. Environmental Protection Agency, Region IX. The purpose of the Ambient Air Monitoring Network Plan is to determine if the network is achieving the air monitoring objectives specified in 40 CFR Part 58 Appendix D, which mandate adherence to certain number, type and location requirements of monitoring sites and specific site criteria such as monitoring inlet height. The review should also determine if modifications should be made to the network (e.g. through the termination or relocation of unnecessary stations or addition of new stations). In addition, the review is necessary in order to ensure that the residents of Pima County are provided adequate, representative and useful air quality data, and to provide adequate protection to public health.

The Arizona Department of Transportation’s (ADOT’s) process for working with Local Public Agencies (LPAs) in the development and delivery of their transportation projects has evolved over the years. Recent changes in Arizona’s economy have reduced the distribution of state funds for local transportation projects, which has increased the demand for federal funding sources. In response to the anticipated increase in LPA projects desiring the use of federal funds and the continuing need to meet state and local transportation requirements, this updated manual highlights the steps necessary to capably deliver LPA projects in compliance with federal, state, and local requirements.

The ADOT Local Public Agency Projects Manual has been a collaborative effort among the various Divisions, Groups, and Sections within ADOT, as well as the Federal Highway Administration (FHWA) Arizona Division, with input from LPAs. ADOT would like to express sincere gratitude to Logan Simpson Design Inc. for successfully facilitating that effort and for their contribution to the production of this manual. "The Hopi Senom Transit Program has been operating for the past twenty-two years to provide public transportation on the Hopi Reservation and local border towns to the general public and employees of local governmental and private sector agencies. The service area includes the Hopi and Navajo reservation areas and Flagstaff.

"The Hopi Senom Transit Program has been operating for the past twenty-two years to provide public transportation on the Hopi Reservation and local border towns to the general public and employees of local governmental and private sector agencies. The service area includes the Hopi and Navajo reservation areas and Flagstaff. Boundaries and major communities of the area served is Keams Canyon, Tuba City, Flagstaff, Leupp and Kykotsmovi. Currently, the Hopi Senom Transit Program operates two fixed routes providing service five days a week. Service is provided on schedule between Kykotsmovi and Moencopi, and Kykotsmovi and Keams Canyon. Vanpool transportation for Tribe employees is provided Monday through Thursday between Flagstaff and Kykotsmovi. This vanpool style service is open to the general public, but is used primarily by Tribe employees. The Public Transportation Section of the Multimodal Planning Division of the Arizona Department of Transportation is charged, among other roles, with administering transit programs including the Section 5311 Rural Transit Program ... The Five-Year Implementation Plan will provide a roadmap for transit services on the Hopi Reservation. In addition, a matrix of tasks and responsibilities will provide a framework for the Section 5311 Program to maintain management oversight of the rural transportation programs.
